The judiciary derives its existence and entity from the permanent constitution of the State of Qatar, which is solely responsible for justice, independent of the rest of the authorities, and has exclusive jurisdiction to ensure justice in society and guarantee rights and freedoms. The rule of law is the basis of government. (Article 135 of the Constitution) Every citizen or resident has the right to recourse to the judiciary. The judiciary is the holder of the general jurisdiction in the consideration of criminal disputes, civil and commercial disputes, family disputes and legacies, administrative disputes and other disputes except acts of sovereignty and nationality, Independent judicial courts and handled by the different types and grades (Article 130 of the Constitution). Rulings are issued on behalf of His Highness the Amir. The judges are independent, with no authority over them other than the law, and no one may intervene in cases or in the course of justice (article 131 of the Constitution)
