Target Engineering Construction Company LLC was established in 1975 and is a leading single source EPC contractor with stand alone specialties with operations in UAE, Qatar and Saudi Arabia. It is part of the Arabtec Holdings PJSC (owning 98% equity in the Company), the largest UAE based construction group.
Target Engineering owns a controlling stake in IDROTEC srl, Italy and Stone Oil & Gas Inc, Canada. IDROTEC srl is a specialized marine design engineering firm renowned worldwide for its specialist marine, hydraulic and environmental design for Oil & Gas sector and marine developments, while Stone Oil and Gas Inc provides multi-discipline design & engineering, procurement and project management services to the Oil & Gas, Power and Industrial Clients in Canada and in the Middle East.
The Company has a Special Category classification in Marine Works, Buildings and Steel Structure Works in Abu Dhabi and is licensed to build unlimited floors high rise towers in Abu Dhabi and Dubai. Projects executed include a combination of Civil, Mechanical, Marine Construction, Electrical – Power and Instrumentation / Control Works and MEP works for both onshore and offshore-based Oil and Gas sectors and the commercial sector. The Electromechanical scope of works includes vessels and tanks, steel structures, process and piping fabrication and installation, cathodic protection, SCADA systems, industrial high, medium and low voltage installations for power and instrumentation works, testing and commissioning works.

The Company operations are supported with modern construction plant and machinery, especially tower cranes, mobile cranes and earth moving equipment, with a dedicated maintenance and servicing facility at Mussafah, Abu Dhabi. The Company owns more than 30 units of marine fleet - dredgers, landing crafts, tug boats, barges – crane (300 tons), transportation, construction and accommodation, spud and jack up barges, barge mounted concrete batching plant (60m3/hr), complimented by motor boats as required for marine construction operations. The marine vessels comply with the ISM (International Safety Management) system and the IMO Maritime requirements and are manned with competent crew and a central marine logistics & maintenance centre at Mussafah.
Major customers include the Oil & Gas companies such as ADNOC, ADMA-OPCO, TAKREER, ADCO, ADGAS, GASCO, BOROUGE, ZADCO, Qatar Petroleum, Qatar Chemicals and Qatar Gas, Industry leaders such as ADWEA, Qatalum and EMAL. Major EPC contractors such as Petrofac, GS Engineering, Saipem, Technip, Tecnimont, Toshiba, Fisia Italimpianti, SNC-Lavalin, Hyundai, Siemens, and ABB contribute to the balance of the Industrial and Oil & Gas sector revenue. Major property developers / water front development contribute to the civil, buildings and marine turnover.
The Company has gradually enhanced its EPC capability internally as well as through acquisition and incorporation. It now competes in the EPC Oil & Gas and Energy projects for specialized marine, mechanical & electrical related design and engineering projects. Further the Company enjoys a niche in marine construction having undertaken technically challenging marine construction projects – 31 artificial islands in Abu Dhabi, Installation of Sub Sea Pipelines 2-3 kms into sea at Ras Abu Fontas, Dubai and in Ruwais and Harbour Construction in Ruwais, Das Island and Abu Dhabi; and Marina Construction in Palm Jumeirah, Dubai. Target Engineering also produces large heavy duty concrete pontoons under license from Marinetek, Finland.
Some of the current projects being executed by the Company include – the Shah Gas Development Project for Abu Dhabi Gas Development Company/SAIPEM, ADMA-OPCO Flare Modification /Revamp Project at Das Island, Subcontract for Nitrogen Gas Injection Project at Habshan for GASCO, 100MBD Das Facilities Upgrade project for ADMA-OPCO etc. . Major ongoing projects in Qatar include the Qatar Petroleum - Halul Island Accommodation Facilities, Construction of New Telecom/ Security Building and New Northern/ Western Extension road at Halul Island for Qatar Petroleum and the Ras Abu Fontas A2 - Sea Water Intake & Pump Station for QEWC/ Mitsubish-Toyo JV.
The Company strengths include a workforce of 8000 on its rolls and availability of all major construction equipment and machinery. Its core competencies includes marine & civil experience, in-house capabilities in all the 4 disciplines, project management skills, ability to secure good market rates for materials and subcontracts and familiarity with the local authority department requirements.
