Follow one package from prequalification to award.
Tower B MEP works at Waterfront District, from the approved list to the award letter, as the developer's procurement team sees it.

Step 1 of 3
Prequalify Enterprise
Standard Vendor Questionnaire 19 of 19 answered
Suppliers apply once, on your own form.
Suppliers prequalify through your own form, not a fresh spreadsheet for every tender. This one starts from the Standard Vendor Questionnaire: six sections, 19 questions.
Grade them by trade.
Each application is graded for its trade on a weighted matrix. Here: Financial, Technical, Experience and Compliance, weighted equally. 80 and above is Tier 1, 65 Tier 2, 50 Tier 3, and below that Tier 4.
Valid to Mar 2027 Tier 1
Valid to Jan 2027 Tier 1
Valid to Jun 2027 Tier 2
Valid to Apr 2027 Tier 1
Valid to Feb 2027 Tier 2
Renewed, valid to May 2027 Tier 2
Renewal due in 21 days Tier 3
Invite from the approved list.
Approved suppliers go on your list for the trade, and renewal rounds keep it current. When Tower B's MEP package is ready, you pick the six bidders from that list.
- Renewal reminders keep each approved supplier's documents current.
- There's an approved list for each trade.
- Start from the Standard Vendor Questionnaire and the Standard Vendor Grading matrix, or use your own form. Get the templates
- Prequalification is on the Enterprise plan.
Issue
One version of everything.
Documents, drawings and the BoQ go out together as one version, to the six bidders you picked. Bids come back in two envelopes: technical and commercial.
Enterprise
Your company's rules, already applied.
Rules your company sets once are enforced on every tender: envelopes, a minimum number of bidders, anonymous evaluation. Nobody has to remember them package by package.

Approved, then issued.
Issuing goes through named approvers in the order you set. The final approval issues the package, to all six bidders at once.
- Approval workflows are on the Enterprise plan. Approvers can be named people or groups.
- Every request, approver and decision is logged with the time.
- Import the BoQ from Excel.
- Enforced company rules are on the Enterprise plan.
Clarify
Answer once. Every bidder gets it.
Bidders ask in the tender, not by email or phone. You answer once, and all six get the same answer without seeing who asked.
An addendum is a new revision.
Addendum 2 issues Rev C to every bidder at the same time. Each one acknowledges it, so you know everyone is pricing the same documents.
- Rev B is replaced for every bidder at once, so nobody prices an old drawing.
- Invited bidders see the same documents and answers as each other.
- Questions, answers and addenda stay with the tender, on the record.
Bid
The contractor prices your BoQ.
This is the bidder's side. The contractor prices your BoQ line by line, online, so every bid comes back in your structure. Bidding is always free.
Sealed when it's submitted.
They upload the technical documents and submit. The price is encrypted with a key unique to this tender. Bids close at the deadline you set, here Thu 8 Oct at 14:00.
Back on your side: 5 of 6 in.
You see who has submitted, and when. The prices stay sealed until the opening you scheduled.
- Bidders never pay to accept an invitation or to bid.
- One free profile works for every developer that invites them.
- The key belongs to this tender only, never shared with another.
Open
Technical first, then locked.
Before any price is seen, the committee scores the technical envelopes. Their scores lock at 09:41. The commercial envelopes stay sealed until 10:00.
Opening log
- Opening started, 5 envelopes
- Bidder 1 opened
- Bidder 2 opened
- Bidder 3 opened
- Bidder 4 opened
- Bidder 5 opened
- 5 of 5 opened
10:00:00. The envelopes open.
At the scheduled opening, the commercial envelopes decrypt one after another, and each one is stamped in the opening log. No one on the tender, including your own team, can see a price before the opening you scheduled.
The opening, on the record.
The record shows when bids closed, when the technical scores were locked, and when each envelope opened. When the board asks whether anyone saw prices early, this is the answer.
- Prices open only at the time you set.
- Technical evaluators score without seeing any price.
- Every view after the opening goes on the record too.
- How sealed bids stay sealed: Security
Compare
Every line, side by side.
All five bids sit on your own BoQ, so each line compares like for like. The best rate on each line shows green, the highest orange.
Spot what's missing or too low.
Bidder 3 left the ductwork unpriced. Bidder 5's controls price is less than half of anyone else's. Both show up before you award, not after.
Totals, then Excel.
Totals sit under the lines they come from. Export the whole comparison to Excel for anyone who wants it in their own spreadsheet.
- Compare every section, down to the single BoQ item.
- Import the BoQ from Excel at the start; export comparisons and registers at the end.
- The lowest total isn't always the best bid. The next chapter shows how the scores combine.
Evaluate
Enterprise
The committee scores the technical envelope.
Each evaluator scores against weighted criteria agreed before bids arrived. With anonymous evaluation (Enterprise) on, they see Bid A to Bid E, never a company name.
One combined result.
Technical and commercial scores combine on the weights you set, here 60% technical and 40% commercial. Bidder 2 isn't the cheapest, and the result shows why it leads.
The pack for the board.
The evaluation pack puts the scores, the evaluators' comments and the comparison in one document, ready for the board.
- Committee evaluation starts on the Pro plan.
- Anonymous evaluation is on the Enterprise plan.
- Technical evaluators score without seeing a price.
- Import evaluation matrices from Excel.

The award recommendation goes to named approvers in the order you set. Open design-review issues pinned on the drawings can hold an award. Here there are none.

The final approval makes the award.
When the last approver approves, the award is made: there's no second step for someone to forget. The award letter goes to Bidder 2.
One package, one record.
From the approved list to the award letter, every view, download, score and decision is time-stamped on one record. Bring a package of your own and we'll walk it through ProTenders with you.
- Approval workflows are on the Enterprise plan; award letters with dual sign-off start on Pro.
- Design review: issues are pinned to the exact spot on a drawing, and your consultants and team resolve them in one workspace.
- Read tenders, bids, awards and evaluations through the API (Pro); webhooks tell your systems when they change (Enterprise).
- Guided setup is included: your suppliers, templates and approval rules are brought in, and we run the first package with you.
